To approve the Council’s School Admissions Policy for the September 2023 intake for all community and voluntary controlled schools for which the Local Authority is the admission authority, and to approve the Co-ordinated Admissions Schemes for all primary and secondary schools in the Borough.

To approve the proposed Capital Programme for works to be undertaken at a number of Halton schools/educational establishments during the 2022-23 financial year.

The Delivery and Allocations Local Plan was submitted to the Secretary of State for independent examination in March 2020.  The Examination process has identified a number of issues that need to be resolved by ‘Main Modifications’ to the Plan.  These are changes that are required for the Plan to be found ‘sound’ which would allow the Council to move to adopt the plan.  These main modifications, together with additional modifications that do not go to soundness, need to be subject to formal public consultation for a period not less than 6 weeks in compliance with regulations and the adopted Statement of Community Involvement.

To seek approval for the development of a smart micro grid that that would seek to decarbonise the Council’s building electricity, heating and transport via the culmination of several technologies.

The project will increase the total installed capacity to 5.1MW and connect the additional solar PV generators and building loads via the installation of a High Voltage ring between the following Council sites in central Widnes:

·         Halton Stadium, Lower House Lane, Widnes WA8 7DZ

·         The Municipal Offices, Kingsway, Widnes WA8 7QF

·         The New HBC Leisure Centre, Ellis Street, Widnes, WA8 7AP

·         The Lower House Lane Depot, WA8 7AW 

Approve the initial set of revenue budget proposals for 2022/23.

Approve the 2022/23 council tax base for the Borough.
