The current Joint
Working Agreement (JWA) between Halton Borough Council (HBC) and *NHS Cheshire &
Merseyside took effect on 1st April 2020 and is due to expire 31st
March 2023.
This report
proposes an extension to the current JWA for a period of 12 months. This allows
for a full review of the JWA by the Integrated Care Board (ICB) and HBC. The
extended JWA will be updated to reference the new governance arrangements in
place, which came into force during 2022/23.

Consultation process
Prior to coming to
Executive Board, the extension will be considered by the One Halton Adults Finance Sub Group and One Halton
Finance & Performance Sub-Committee (with senior representatives from both
HBC and ICB) whose role it is to ensure that an integrated system is developed
and appropriately managed thus ensuring that the resources available to both
Health and Social Care, including the Better Care Fund, are effectively used in the commissioning of
delivery of personalised, responsive and holistic care to those who are most in
need within our community.
