Consultation process

The adoption of the Housing Enforcement and Civil Penalty Policies are required to ensure effective implementation of the Renters Rights Act 2025 and the associated statutory guidance issued by the Government to local authorities. The policy is based on a national model. Given the statutory nature of the guidance and duty to enforce there is limited scope for local discretion. The policy is based on a national model. Due to the limited scope for local discretion the detailed policies have not been considered by the relevant PPB. However a number of reports have been taken to the Housing and Safer PPB to update members on the implementation of the renters rights act. See relevant background documents below.
